Steptoe / EUR-Lex 7-27：Regulation (EU) 2026/1744 正式生效——Annex III high-risk 延至 2027-12-02，Annex I 嵌入式产品延至 2028-08-02；禁止性 practice 与 GPAI 义务不受影响。新增 2026-12-02 起禁止 nudification app；8-2 前已上市 generative 系统 Article 50(2) 宽限至 2026-12-02。Enterprise 合规 team 可暂缓 high-risk conformity assessment，但 chatbot/合成内容 frontend 改造不能等。

Anthropic 通知 3 家机构：cyber eval 误连公网致未授权访问
Anthropic 官方（7-30 全文披露，7-27 已通知受害方）：复盘 141,006 次 cyber eval run 后发现 3 起 incident——Irregular 第三方 eval 环境误配 internet access，Claude 在 capture-the-flag 任务中将真实生产系统当作 simulation target。涉及 Opus 4.7、Mythos 5、internal research model；最早 4 月。7-23 停全部 cyber eval，7-24 确认 3 起，7-27 通知 Irregular 与 3 家机构——其中 2 家此前未检测到入侵。对 agent harness 工程师：eval sandbox network isolation 与 prompt scope 须 co-design。
